it's slow. metro is on time, guys at least that's good news. >> let's start the 7 o'clock hour with a fox5 exclusive video you will only see on fox5. a baby reunited with its family overnight after a man held a child in a car during a standoff with police. it happened in rockville. the barricade started ■about 1 o'clock this morning stemming from a domestic dispute. the man surrendered peacefully a few hours later. that happened just before the man in custody and the baby back with family. >> ♪ developing overnight new information from prince georges county on a man seen in surveillance video released as part of a sexual assault investigation. >> the center of that investigation is taking place in bowie. that's where we find our annie yu with the latest. annie, good morning. >> reporter: hey, good morning, to you allison and steve. that man that you saw in the video that prince george's county police released to us yesterday was a person of interest that police wanted to track down. i want to show you that video. this is a man who

around the area of the attack dressed in gray clothing, riding his bike and he was caught on surveillance video so prince george's county they put out this video yesterday and they identified him, found him and he was cooperative with investigators and we learned late last night from sources that this person is not the person involved with this attack. he has no connection to this attack. and so investigators back to square one. of course residents are frustrated, concerned that the suspect is still out there and investigators are reminding people that there is no detail too small in this case and once again asking for the public's help. detectives were back out here in this bowie neighborhood. they went door to door. they passed out fliers will inforwithinformation about the . they're letting folks know there is a $25,000 cash reward being offered for any information leading to an arrest. this is a neighborhood -- or the attack happened right off of jennings mill drive in jennings lane. it happened around monday around

a woman was jogging along. she says a man grabbed her, then dragged her to a nearby playground and that is where the sexual assault occurred. she was able to eventually break free herself and run away. residents say that they are fearful, you know, that this happened. we spoke to one woman who said she's lived here for more than 20 years. her children play at this playground. another person said that they were going to be switching up their routine as far as jogging and exercising goes. so, you can imagine the fear that these residents have in this quiet neighborhood. the number that you want to call obviously you can call police directly but the number is the crime solvers number one-866-411-tips. we've posted that information on our web site fox5d.c.com and you can check there for all the information. $25,000 being offered in this case. that's the latest. >> a silver spring mother is facing neglect charges for leaving her children in a

police say sheri marshall forced her 12-year-old son out of her van on the beltway after an argument. they say that she ran out of gas in takoma park a short time later and abandoned her nine other children who were in the van and when the kids woke up, marshall was gone. they walked to a restaurant. it was the la chica restaurant want to get the name right where the staff fed them and called police. all 10 children have been relocated. marshall is due in court next month. >> it's 7:04 right now. it is a possible make or break day for the gop tax reform effort on the hill. >> the house set to vote on a budget deal republicans hoping to pass it were i was simple majority but it is expected to be very close. holly morris back with that. hey, holly. >> reporter: good morning as always. looks like it's going to come down to the wire. republican leaders think they have the votes on this today but they're re really not sure. if the house passes a budget deal it could set the table for tax reform to be done by the end of the year. if it doesn't p

president's top priorities could be stopped in its tracks. ththis is a day when vote wranglers on the hill earn their keep. the president will tell them he's confident. >> they're passing this bill along very rapidly. in fact that's going to happen hopefully today. i did make a couple of calls. i said fellas, please, no changes, just pass it along. >> reporter: just pass it along but it's not so simple. the house is expected to vote today on a budget deal already passed by the senate. if it passes, tax reform could move forward. but that is far from certain and the real issue is getting enough republicans to sign on. some won't like the impact a tax cut deal would have on the budget deficit. and gop members from high tax states like california and new york don't like the idea of shelving a deduction for state and local taxes to help fund the cuts. >> i'm going to have to vote no against the budget on thursday because it's the budget that's going to bring about this so-called tax reform and it would be devastating to my district. >> reporter: but the

only about 60 degrees and bit of a breeze out there as well. so, we're not going to rebound a lot temperature-wise later today. reagan national 50 degrees, 47 out at dulles, 48 this morning in -- up in baltimore at bwi marshall. what we're looking at, upper level low coming through and that's bringing us a little cloud cover and a couple sprinkles this morning. the rain showers aren't going to amount to much and they'll quickly scoot to the east here and we'll gradually clear out so a partly sunny afternoon, a dry afternoon for you and just a cool day with daytime highs again only about 60. and we'll keep the sunshine around friday and saturday as well. i'm going to give you a quick peek at the seven day. we'll return to this. looks like some rain on sunday for the skins-cowboys game so we'll have to plan for that but right now halloween looks dry which is very important. >> yes, it is. >> more on that coming up. >> the kids thank you. >> right. >> uh-huh. thanks, tuck. >> good morning, erin. >> good morning. 7:07. we have improvements in riverdale maryland on 295 earlier crash by 410 that really had us backed up on

southbound side, since it cleared, we've dissipated from 198 to the capital beltway we're seeing just a 21 minute ride. some residual delays lingering outside the beltway. inside the beltway in much better shape. we have slowdowns on 95 southbound the icc to the beltway and the outer loop in college park about a 30 minute delay. 11 miles per hour average route one to the 270 spur. look at that visit slowdown. we have a crash blocking the shoulder out by 202. you can see those flashing lights on the left shoulder. really heavy traffic from the beltway to 295. please be prepared for about a 15 minute delay. outbound side little heavier than usual if you're heading towards bowie. we'll keep you posted. this is a look at 66 eastbound at 123. the right shoulder is blocked. 42 minute ride from 234 sudley road to the beltway. it's just a heavy flow of traffic. westbound side much better shape much lighter volume as you make your way towards manassas. as we look at the top side of the beltway coming off of the 270 spur, there's a crash reported by clara barton, pete piringer letting us know about the outer loop crash. not see

just blocking the shoulder. gw parkway some volume and 24 minute trip from the beltway to the 14th street bridge. this is a view of the bridge on 395 and northbound so be prepared if you're headed to the pentagon. metro rail lines still on time. things improving 95 northbound in stafford. back to you guys. >> ♪ >> happening today, the d.c. woman charged with throwing a cup filled with urine at a metrobus driver is scheduled to appear in court. today's hearing will involve a mental observation into opal brown is her name. brown failed to appear in a recent hearing. a judge issued a warrant for her arrest and today's hearing begins at 11:00. >> also happening today it has been a story that fox5 has covered for a month now. the renaming of northern virginia's j.e.b. stuart high school. >> the final decision comes down to the fairfax county school board and the superintendent. fox5's kristyn leon is in falls church with the details on what we can expect. kristyn. >> reporter: good morning, allison and steve.

already voted to change the name of the school and i do want to point out if you happen to be dropping your kids off or if you're a student yourself and you're going to school this morning, it still says on that sign there j.e.b. stuart high school but again, that will soon change after tonight's vote on the final name change or the decision to change the name and so far the public has weighed in on what they think that j.e.b. stuart should be called going forward aren't ande superintendent also giving his recommendations. the majority of the public recommended just dropping the jeb part altogether and calling it stuart high school and the second highest recommendation was to name the school after supreme court justice thurgood marshall. now we understand as many as four board members tonight will make a proposal in this case to rename the simply justice high school. a little background about the school itself, though. j.e.b. stuart was called the -- or j.e.b. stuart high school was called j.e.b. stuart high school after

confederate general in the late 1950's there and those in favor of the name change said that j.e.b. stuart essentially doesn't represent inclusion, diversity or equity which is something that both the school and fairfax county, they definitely pride themselves upon. and those who oppose the name change altogether, they essentially were saying that this could cost taxpayers nearly $1 million and also j.e.b. stuart is an integral part of virginia history as well as u.s. history altogether. so, again, that meeting tonight, it won't be held here at the high school but it will be held at jackson middle school, which is not too far away from this area and so we will let you know what comes out of that meeting. so far it's looking like it's between, again, stuart or justice high school. so, keep it right here and online, fox5 d.c. for the very latest on this story. for now reporting live in falls church, virginia this morning, kristyn leon, fox5 local news. >> thanks kristyn. spoon fulls of shame served to the kellogs company over hatef

we're going to be cool. daytime highs only about 60 degrees and you can see that cool pool of air that's settled across the great lakes down into the midatlantic. really all the way down towards atlanta early this morning where it's 42 degrees. yeah, 30's in detroit, 35 degrees, 33 cincinati and not only are we looking at cool temperatures today but our coldest temperatures yet this season later tonight. frost and freeze advisory. most of the country fairly seasonable. rocky mountain with cool temperatures to start the day looking at a little bit of cloud cover and a sprinkle or two early. it's an upper level low working through. as that gets east of us we should gradually break out into partly sunny conditions, a dry afternoon for you. just a cool day so take a jacket because daytime highs won't get out of the upper 50's to about 60 and then a cold one tonight. get it, steve? >> a cold one tonight. one tonight. get it. >> frost advisory for the entire region and a freeze warning to the west. >> it's all in the delivery. >> it's all about the inflection. >> yeah. >> thanks, tuck. >> good job. >> thank you. >> you're getting better tuck. >> neck is feeling betterment you can tell. that's good. >> oh, boy. >> right now as we take a look bw parkway earlier crash by riverdale 410 cleared on the southbound side. northbound delays have cleared. southbound delays improving. only about a 15 minute delay from 198 down inside the beltway. inner loop looks good. 54 miles per hour average past bw parkway. unfortunately still down to 10 miles per hour, 50 inbound. we're dealing with a crash by 202. just one vehicle left with its flashers on blocking the left shoulder but you're still completely stacked. we have an overflow of traffic. 15 minute delay from the beltway to 295. 295 southbound backs up in the usual spot from 50 to pennsylvania avenue. as we forward things along once again, 47 minute ride as you get from 234 sudley road to the beltway. this crash adding to

congestion in the mix blocking the right shoulder by 123. westbound side looks good. now as you make your way in on the dulles toll road eastbound there's a crash blocking the shoulder. but some delays as you make your way toward the beltway because of that. inner loop just a little slowdown as you head up through tysons. just congestion there. close to half hour to get from the beltway to the 14th street bridge. main lanes of 395 northbound. the bridge is completely stacked. 95 northbound usual delays through dale city. 270 southbound usual delays coming in through gaithersburg. metro rail line is on time guys. >>guys. >> erin thanks very much. thousands of never before seen documents related to the death of president kennedy set to be released to the public. >> scholars believe the trove of files could provide insight into assassin lee harvey oswald and perhaps what was going on in the weeks leading up to the assassination. fox5's bob barnard is live in the fox5 live center with more. hey, bob. >> reporter: hey, allison and steve, good morning to you. yes, nobody believes this is going to change the overall conclusion of the warren commission report released

1964 that lee harvey oswald was the lone gunman. of course this was 54 years ago. this is the president and jackie there arriving in dallas. you see them during the motorcade here. moments later the president was assassinated. this is a live picture we're showing you of the national archives center in college park. that's where these documents will be physically released made available to the public. coming up at some point today. but if you have a computer here on the internet if you go to the national archives web site, you see it here it says j.f.k. assassination records 2017 additional release. some files came out in july and this is where you would look, navigate to their web site and look under files. some of the records have just come out most recently this summer but it was an act of congress 25 years ago today that was mind law 25 years ago today that j.f.k. assassination records collection act which forced the fbi and the cia to hand over

related to the assassination to the national archives to be released 25 years later unless the president said no or decided to hold some back. just the other day president trump tweeted that it is so interesting what's going to come out, whether he knows anything more than that. 3800 documents. 440 that have never been seen before, part of the 5 million pages of information about the assassination. and nobody expects that this is going to change the conclusion that lee harvey oswald acted alone but there's information there that apparently the cia has that when oswald within a couple of months of the assassination went to mexico city. was he angry about u.s. plots to assassinate fidel castro? the communist leader of cuba. there's a lot of information that historians assassination buffs conspiracy theorists will be interested in getting their hands on. we're not sure exactly when today those documents will be released and we're told that if you're at home and downloading

the national archives web site onto your computer but that could take awhile. when they released the files in july a lot of systems crashed because so many people were interested. today there should be much more interest because of all the attention to this anniversary of the release of these documents and so we'll see what happens, guys. we'll be monitoring the web site. we have our camera out there at the national archives and we're going to have a guest, a presidential researcher from the university of virginia we're speaking with him, ken hughes, live via skype in our next hour, guys. >> i think that will be the interesting part, bob because it's hard to speculate without knowing what's in there but this is something as you're aware have spewed so many conspiracy theories. will this quell some of those conspiracy theories and point to something more definitive or will it lead to more. >> reporter: that's what some people say. people have taken issue with the warren report which i've owned myself for many years just being curious about this that, yeah, what will come out today, maybe there will be even more

more things that when congress has said lay it all out there and the president isn't stopping it perhaps there will be little things that will be kept out and that may fuel even more conspiracy theories. yes, i don't think anybody is going to be totally satisfied but supposedly this is going to be all the information about the assassination of our president 54 years ago in dallas guys. >> what is the shear volume of this? we live in this age where we pick up a smart device and get the bullet points but when you say the mother load is being dumped it is like not just clear bullet points of this happened, no, cuba wasn't involved, the mafia wasn't involved. you're going to have to go through. >> reporter: we historians, anyone at home, what the national archives has done is over the years hired groups of people, four at one point, they added three more recently to digitize all these documents so they'll be released as pdf files but the actual physical documents will be available at the national archives for anyone

what a gorgeous sky at 7:29 on this thursday morning. man, breath taking. love to look. all righty. live look outside across the dmv on this thursday. now it's 7:30. let's talk about some news. developing overnight prince george's county police say man scene on surveillance as part of an investigation in sex assault in bowie has been identified and is not connected to the crime. the attack happened monday afternoon. now, a woman was jogging when she says a man sexually assaulted her, again, the person in the video not the suspect. now, you are looking at exclusive video of a baby reunited with his family. this morning in rockville. this is after a man held that baby in a car in a standoff with police that lasted about three hours overnight. the man surrendered just before 4:00 in the morning. fortunately the baby is all right. >> we could get some direction on the school name change the fairfax county school board holding final vote on new name for jeb stewart high school in falls church. the school

temperatures and the unfortunate thing for snow lovers weak la ninas do not so well here. last year was weak la nina. we didn't get anything. march before we got our first inch of snow at reagan national. >> that was it. >> i guess the honest truth we're less optimistic about a big storm this year for a number of reasons much this is a typical la nina pattern watch has tendency to happen we miss the big storms, don't we. >> jet stream pulls just to our north in most cases and storms tend to follow the jet stream so with the storm just off to our north and west that puts us in the warm sector we do a lot of mixing and not so high on the snowfall amounts. >> all right. so typical year we get about 15-inches of snow here in washington. >> um-hmm. >> you guys are welcome to interrupt at any time. >> we're captivated. >> okay. and average la nina year we get 11. we'll come in around 11. >> about average it looks about right this year. >> i want to be honest compared to last year when we got 3-inches and the year before was on

remember, big blizzard. we didn't get a lot of snow during the year. this year might feel more wintery with more small -- >> we might have greater number of small events. >> yes. >> that's typical of la nina. >> we think he'll be little above normal temperature wise this year. and right around normal perhaps little below normal snowfall wise. that's the bottom line with this year. >> yeah. i do think if you're ski fan north and west, i think slopes are going to do all right this winter. >> so mike, i'll let you carry this. >> we're basically, this is almost like what we call climatology. almost like an average la nina snow season here. average right about 15, 16-inches here in d.c. 11 to 17-inches right up the i-95 corridor. those out to the west tendon to do better than us here in washington just because they're colder you got high lands out here. i think once you get up to the mountains they'll do just fine average season for them but i think locally we probably end up just around normal. probably not any big blizzards. >> the bottom line on our winter it's going to feel more like winter this year, we may

the attack happened monday afternoon. a woman was jogging along a trail when she said a man grabbed her, dragged her to nearby playground and sexually assaulted her. she was eventually able to get free and run away. couple of major things politically now. here in washington first on capitol hill. the house set to vote on the budget bill that would pave the way for the gop's tax reform bill to pass with simple major r republican leaders say they have the votes. but we do know of several gop house members who may vote no because the tax reform plan strips away many popular tax breaks. also, today, from the tsa new airport security measures go into effect. travelers flying -- excuse me flying into the u.s. from overseas will have to remove electronics and place them in bin. new measure will also include short security interviews possibly with passengers. the change will not apply to pre-checked lines. ♪ 8:02 now. also happening today locally the

there the cia and fbi have tried to keep secret and have successfully all these years, what is it you're looking for that may help paint the picture more complete picture of what happened in dallas 54 years ago? >> well, we know that just little under two months before the assassination lee oswald visited mexico city, and he also visited the cuban and russian embassies at that time seeking a visa to travel do both cuba and russia. and our government had surveillance on those embassies at the time, so we hope to find out what, if anything, the cia learned about oswald back in september and october of 1963, and whether there was anything that should have sounded alarm bells at the time. so i think we're going to get more complete picture of oswald's activities and that's just good for history. >> so maybe he went there because he was

knew our government had it out for fidel castro the communist leader of cuba and so maybe it was kind of speaking to the mindset of lee oswald why he would want to shoot and kill the president because he was mad at our government for planning that take out the communist government, the bay of pigs in 1961, attempted to do that. could it also show that maybe the cia and fbi should have done a better job keeping an eye on this guy, not letting him alone in dallas with a rifle along the motorcade route that day? >> well, we'll see what they knew and when they knew it and i think everybody will come to their own judge about that. but it's really important consideration seeing as important as to keep american citizens in general and the president in particular save. i'm glad you mentioned the possible motive for the assassination, because one of the great things that historians are looking for from this release today is information about kennedy era

what have we learn? a lot of this information came out earlier about what the dossier may contain it's just trying to prove what's in there and if it's true or not. >> a couple of key development. one is that this dossier really became the starting point for a discussion about alleged collusion between the trump cal paper and russian officials. and what we know now through a court case here in washington is that the people who paid for that originally research were in fact the dnc and the hillary clinton campaign and the question is when the fbi came into possession of this dossier last year did they understand the underlying sources who was paying for it and were they able to verify any of this information before they used it to begin a russia probe and then get surveillance warrants for some members of the trump campaign team. >> a couple of question. one, democrats will argue right back to that and say, look, this is theam

actually retained boy the gop first during the, you know, during the primary election and then just picked up by the democrats once apparently the primary was over and donald trump was the running for president. >> well, i'm glad you raised that, because the -- the conventional explanation that there was a republican operative who got this research going during the 2016 campaign or maybe even in late 2015. but i went back and looked at the original reporting on that, and it's all based on anonymous sources. so at this point, i'm not even confident that it began with a republican. what we know for sure is that the democrats and the hillary clinton campaign funded it, and that is an issue that congress and even the special council will have to get to the bottom of whom got the ball rolling in the first place and in the case of this firm fusion gps, this is a firm that does a lot of business with the russians, and was doing business with the

russians at the time that this dossier was put together. so were they paying to get information from russian sources? okay. so there are lot of potential conflicts here, and i'm not at all confident at this point at least i've seen -- not seen any end pent information it started with the republican. >> so let me ask you this then catherine. the bottom line and used covered intelligence here in d.c. for many years. you can get into the weeds so much on what conflict there was based on whom it was and where this traces back to as far as whether you're dealing with russian operatives when you shouldn't be but if information is proven to be correct that comes from this, if it is proven to be true does it matter really where that information came from or who got the ball rolling? >> well no one has been able to say that they've confirmed elements of the dossier the senate intelligence committee leadership so bipartisan leadership held news conference here in washington just a couple of week ago on capitol and they said they hadn't been able to determine the credibility of this

if information in the file is found to be true, maybe the sourcing doesn't really matter but i think the big picture here we're seeing that the russians saw to interfere in our elections on many, many different levels. not only through facebook, not only the threat -- theft pardon me of the clinton e-mails but even possibly through this dossier, because of the information that was fed to that british spy. >> it's troubling. not what the inner loop people want to believe when it comes to getting british official involved with russian officials to focus on digging up dirt to say it nutshell on anybody in the election. let me ask you this. a final question, though. >> sure. >> now that this element of this is out, bob mueller has his hands full going in so many different directions. how much more does this add to his pileing to through and sift through right now? >> well, the former fbi director robert mueller really comes at the russia case from counter intelligence perspective. so sort of from

perspective. we know from media reports that he's already interviewed this british spy christopher steel who put all the intelligence together and i can absolutely bet that robert mueller was able to find out who the underlying sources were, were they russian sources, were they paid for this information, how reliable was the information that they provided, and i just draw your the a tension to the fact that there's a british court case going on and we've learned lot about the dossier through that court case and christopher steel says under oath in that case that when he put this information together, it was not verified information. there were allegations that needed to have sort of secondary research and reporting on, and he never had any intent of this information becoming public as it did through buzz feed. you can bet the special counsel having had a chance to speak with christopher steel was able to get lot of answers to the good questions that you're asking right now. >> absolutely. and our nextue
